Written by Adams (soon to be famous for Watership Down) when assistant secretary at the Ministry. The circular was sent to all officials concerned with implementing the revolutionary 1968 Clean Air Act which, among other benefits, dispersed the London fogs. It takes the form of an open letter which is signed (in print) by R.G. Adams and B.H. Evans, assistant secretary at the Welsh Office, although it was in fact wholly written by Adams. This copy is signed by Adams. Apart from a small number of file copies retained in a few government departments it is unlikely in the extreme that many examples have survived. A most interesting piece of adamsiana,written at about the same time as Watership Down and on the eve of the author’s international success. The original staples have been neatly removed, leaving corresponding rust tiny stains. Very scarce.
